Stage one: excavation, and what the Hunter puts in the way
The existing lawn, roots and topsoil come out to roughly 75mm, or nearer 100mm where the surface will carry vehicles. Sprinkler heads inside the area are capped rather than left live underneath. That is the textbook description, and on a Cameron Park or Thornton estate pad it is close to what happens.
On an older established block it is rarely that tidy. Decades of landscaping leave old paths, brick edging, concrete footings from a shed that went years ago, and fill of unknown origin. The soil mapping quantifies this in places: Belmont has nearly 12 per cent of its area mapped as Disturbed Terrain, and East Maitland 4.9 per cent. The report's description of that unit is not reassuring reading for a base builder: "unconsolidated low wet bearing strength materials", "impermeable soils, poor drainage", with a recommendation that "geotechnical engineering advice should be sought" prior to development approval. It also notes the material is "highly variable", which is the operative word. Nobody can price fill from a photograph, and a quote that tries to is guessing.
Where the excavation goes matters as much as how deep it goes. On a wide block with a driveway to the back yard, spoil leaves by machine. On a narrow inner suburban block with a side gate and steps, every barrow load is labour, and the road base coming the other way is more labour again. That single access question can move a quote by a meaningful margin, and it should be visible in the pricing rather than quietly absorbed. Read it alongside the tier by tier cost breakdown.
Stage two: the base, which is the part you are really buying
Road base or crushed rock goes in as the structural layer, wetted and plate compacted. A finer screened layer is screeded over it, levelled to deliberate falls, and trimmed cleanly to kerbs and borders. A second screed pass is normal. The base is compacted at least twice and made as firm as it practically can be.
Here is why the Hunter version of that paragraph is not the same as everyone else's. On free-draining sandy ground, a base can afford to be a little forgiving because water leaves downwards. On the ground the NSW reports describe under Thornton, East Maitland and Fletcher, it cannot. The Beresfield unit is rated "Generally high foundation hazard due to moderate to high shrink-swell (reactive) and highly plastic subsoils", and its subsoil limitations list "High plasticity; Moderate shrink-swell potential; Low permeability". Around Warners Bay, Charlestown and Cameron Park, the Warners Bay unit repeats the phrase "moderate to high shrink-swell, plastic subsoils" and adds "seasonal waterlogging and high run-on (localised, lower slopes)".
Reactive means the ground swells when wet and shrinks when dry, so it moves seasonally under whatever you build on it. Low permeability means water will not disappear into it. Put those together and the free-draining layer plus its fall becomes the entire drainage system, discharging to a real outlet. This is also the reason two quotes on the same street can differ: one has designed for that and one has assumed the soil will cope.
One thing to be clear about, because it gets misused in this industry: AS 2870 is a residential footings and slabs standard, called up by the National Construction Code for footings and slabs of houses, garages and sheds. It is not a landscaping standard and it requires nothing of a turf installer. No Australian Standard or government source specifies excavation depth or base build-up for artificial turf as a function of soil reactivity. Anyone quoting one at you is making it up.
Stage three: laying, joining and finishing
- Relax and set out. Rolls are laid out to settle before cutting, and the grain is checked. The fibres lean one way, so the lawn reads a different shade from different angles. Every piece must run the same direction or the joins map themselves in contrasting tone.
- Joins. Edges trimmed back a couple of stitch lines to remove the factory selvedge, pieces butted rather than overlapped, synthetic joining tape and adhesive holding from below with the fibres kept clear of the glue. Blades changed often, because a blunt knife tears backing rather than cutting it.
- Edges and fixings. Perimeters pinned at roughly 300 to 400mm into a prepared edge. Where turf meets concrete, pavers or a path, adhesive does the work instead, usually over a thin foam underlay.
- Infill and brushing. Kiln dried silica sand at roughly 10 to 15 kilograms per square metre, worked in with a power broom. It ballasts the lawn, stands the blades up, protects the backing and makes the joins disappear. Under-sanding looks perfect on day one and matted by the following summer.

The alternative nobody prices properly: doing the natural lawn again
The fair comparison is not a synthetic lawn against the tired grass you have now. It is a synthetic lawn against re-turfing properly, because that is the real alternative and it starts with the same excavation and the same levelling.
Where they part company is after the last roll goes down. A new natural lawn needs heavy watering to establish, and Hunter Water's Smart Water Choices are permanent measures rather than a drought response. Watering is allowed any day, but only before 10am or after 4pm, and every hand held hose needs a trigger nozzle. Newly laid natural turf gets an automatic exemption for fourteen days from the installation date, and Hunter Water asks you to keep the delivery or purchase docket as proof. Note that the window is fourteen days, half what Sydney Water allows in its area, and read what the exemption implies: the rules had to carve out an exception because establishing natural lawn genuinely needs that much water. Against that, a synthetic lawn has a higher up-front cost and effectively no water demand afterwards. Be careful with the long-run comparisons circulating online. Some Australian suppliers publish ten year figures that make synthetic look overwhelmingly cheaper, while CHOICE has pointed out the up-front install is roughly double the natural establishment cost. Those are two honest framings of the same decision and they should not be blended into one number. And to be blunt: there is no rebate, from Hunter Water, from any council here, or from anywhere in Australia, for replacing lawn with turf. The water case is avoided bills and an avoided watering window, nothing more.
The environmental side deserves both halves too. End-of-life recycling pathways for turf do exist in Australia, but CHOICE has flagged a larger lifecycle carbon footprint than natural grass and runoff up to 60 per cent higher. On ground already described as low permeability, that runoff point is worth taking seriously at the design stage rather than dismissing.

What does it cost to lay artificial grass per square metre in the Hunter?
Supplied and laid, indicative rates run about $75 to $95 per square metre for budget product, $95 to $130 for mid range, and $130 to $160 and above for premium. Those bands come from published 2025-26 Australian supplier and industry pricing, not from a single Hunter job, so use them for budgeting and nothing else. The number that matters arrives after somebody has stood in your yard.
Why is base preparation such a big share of the cost here?
Because on much of this region's residential ground the base is doing the drainage work the soil will not. The NSW soil landscape report for the Beresfield unit lists its subsoil with "Low permeability" alongside "moderate to high shrink-swell". Water that cannot go down has to go sideways, which means depth, grading and a real outlet rather than an assumption. Industry figures put base preparation at around 30 per cent of a typical job; on reactive clay it earns every bit of that.
Is it cheaper per square metre on a big old backyard than a small new-estate one?
On rate, usually yes. Mobilising a crew, hiring compaction plant, minimum material orders and setting out are largely fixed costs, so spreading them over 120 square metres gives a lower effective rate than spreading them over 25. The total is the other way around, and the risk profile is too: a graded estate pad holds few surprises, while an older block can turn up old paths, footings and fill once the digger starts.
How much soil actually comes out?
A standard lawn is excavated to roughly 75mm, closer to 100mm where vehicles will drive on it, and that volume of turf, roots and topsoil has to leave the property. On a wide block with driveway access to the back yard it is a truck and a machine. On an older inner suburban block with a narrow side gate, it is barrows and hours. Ask specifically how spoil removal and tipping fees are priced, because it is a real line rather than a rounding error.
Can turf be laid on a block with a high watertable?
It is done, but the design has to acknowledge it rather than ignore it. Several mapped units in this region carry the phrase "permanently high watertables", including Millers Forest and Hexham Swamp under parts of Thornton, and Bobs Farm variant a under about 37 per cent of Fletcher. That last report also warns that potential acid sulfate soils must not "be exposed to the air through drainage or excavation", which is a genuine limit on how deep anyone should dig. On ground like that, excavation depth becomes a decision rather than a default, and it needs a site inspection to make.
What is the single most common corner cut?
Compaction. One pass instead of at least two, on a base whose depth was estimated rather than measured. It costs an hour to do properly and it is completely invisible at handover. Twelve to eighteen months later it shows up as low spots that hold water and a surface that feels spongy underfoot. Australian installation guides and independent consumer testing agree that the base, not the laying, is where amateur and cut-price jobs come apart.
Do I need to think about the watering rules while the job is happening?
Only briefly, and it is an argument in synthetic turf's favour rather than an obstacle. Hunter Water's Smart Water Choices permanently restrict garden watering to before 10am or after 4pm and require a trigger nozzle on hand held hoses. Hosing hard surfaces such as concrete, paths and driveways is not permitted, with an exemption noted for health, hygiene, safety, environmental, construction and discolouration reasons. Once a synthetic lawn is down it does not need watering at all, so the only hosing you might do afterwards is to cool or rinse the surface.
How long will the finished lawn last?
Australian sources genuinely disagree, so the honest answer is a range with attribution. Supplier tier guides put budget product at 5 to 8 years, mid range at 10 to 15 and premium at 15 to 20 plus, while CHOICE has said a well maintained premium lawn can reach up to 25 years. Manufacturer warranties commonly sit in an 8 to 15 year band covering UV fade and fibre loss, and typically excluding base failure. That exclusion is the whole argument for spending on the groundworks.
